Modernization of budget procedures

The project has two major components. BUDGETING component includes changes to rules, organizations and practices of budget preparation, presentation and control of execution. The component consists INFORMATION SYSTEM: buy and install hardware and software modern and efficient, developing and implementing information systems that will strengthen the capacity of MOF and action to effectively support the new structures budgeting, and training those who will bear it (the computer) and to use (users) systems.

Component BUDGETING

The objectives are:

 facilitate the control of all public expenditure;
 facilitate strategic choices by providing information and analysis relevant;
 improve the transparency of the budget to promote informed discussion of economic policy choices and social
 strengthen control and enforcement, and improve performance in implementing policies and investments in the budget.

These objectives will be achieved through the following actions:
The introduction of an integrated multi-annual budgeting: that is to say, including both investment and recurrent expenditure. This multi-year budgeting fully preserves the annual budget at the legal level, the budget includes annual forecasts by sector and policies and is prepared and presented forecasts slippery on the following three years and integrated in a coherent macroeconomic framework of the same duration.
Improved presentation and dissemination of the budget to encourage more open debate and more informed choices on economic and social government.
Strengthening economic policy advice MOF will result in increased capacity assessment, quality control of costs and investment policies that underlie the budget requests from departments.
The strengthening and modernization of budgetary and accounting controls designed to increase their contribution to the effectiveness of spending and strengthen monitoring of implementation of public investment projects to increase efficiency and thus the ability 'public sector investment.

The component COMPUTER AND INFORMATION SYSTEMS

The use of computer tools and new technologies enable the Department of Finance and officers to monitor the budget figures since their conception to its implementation through their involvement and at different levels (central, regional, wilayat). It is actually to develop a budget management system integrated to enable the various stakeholders of the budget process (DGB, DGC, DGT officers) to exchange data and to obtain at any moment a single array of budgets, commitments, expenditures at all levels.
